The Smuggler's Ledger

In a hard-edged harbor town where reputations are bought and sold like cargo, Eliza Mercer keeps the books, reconciles the manifests, and tries to stay invisible. Then a raid hits the docks, contraband is “found,” a writ is served — and Captain Rowan Vale, a former smuggler trying to go legitimate, is framed in public as the perfect villain.

But Eliza sees what others miss: numbers that don't add up, seals that were changed, dates too convenient. The deeper she digs, the clearer it becomes — this isn't justice. It's a machine, powered by men who hide behind paperwork and call it truth. When the harbor turns hostile and the people Eliza loves become leverage, she and Rowan have one choice: follow the paper trail and weaponize the law against the men who wrote it.

"Because in this port, the most lethal contraband isn't in a crate. It's in a ledger."

Chapter One — Ink and Tides

The harbor woke the way a mouth did — slow at first, then all at once. Before the sun cleared the low roofs and chimney pots, the tide had already started its work, lifting the long fingers of mooring lines and nudging hulls against pilings with soft, impatient knocks. Lanterns guttered on the quay. Oars slapped water. The sound carried cleanly through cold air, then vanished into the fog that crouched over the inlet like a withheld secret.

Eliza Mercer set her ink bottle in the shallow groove of her desk and pressed the cork down with her thumb until it seated. She did it the same way every morning — firm, careful, a small ritual against chaos. She had mastered the art of becoming unremarkable when men were watching.

Outside, a bell struck once — early enough that it felt more like warning than timekeeping.

The Proprietor's Bargain

Agatha Brannock runs the Harborlight Boarding House on three things — heat, food, and numbers — and one unbreakable creed: Harborlight doesn't pry, doesn't judge, and keeps a roof over its tenants' secrets. Neutrality has kept her safe for years. Then an official seal arrives at her door.

During a regional inquiry, Harborlight must quarter the magistrate's team — or lose the house. And the man who takes Room Five is Gideon Ashford: the one who walked away from her years ago. If the law is going to sleep under her roof, Agatha decides, she'll learn exactly what it's hunting. But the longer Gideon stays, the harder it is to remember why she swore never to let him close — and the more dangerous it becomes to want him.

"Harborlight didn't pry. Harborlight didn't judge. Harborlight kept a roof over secrets."
